Charging Soldiers for rides to/from work

I live in the barracks and I honestly get pretty annoyed at the same SPC asking me for a ride despite there being at least 3 other dudes with cars (who also live on the same floor as he does, I don't) who are also in our platoon/company.
As a Salty CPL, I'm strongly considering charging $2 per Soldier and for each different ride as well.
Is there any regulation specifically stating that I cannot...

My ETS date is tomorrow. I have a 0830 appointment to pick up my DD214, flag, and Certificate of Retirement; and a 0900 appointment to get my Retired ID.
