Promotions are a crap shoot.

E4 and below hemorrhaging out of the Army. Army is giving the biggest bonuses to recruit and retain and are still failing but yet......

E5, E6 are maxed out for most languages.

E7..requires an act of God. Also at this point, promotion isn't based off language anymore, so everyone is tossed into the same pool

People will not stay when they can get more on the outside or when they're better off going warrant or reclassing in order to make it up the ranks.
