VRE, Going to Law School, Question about Scholarships

Hey everyone,
I just completed a Bachelors using VR&E, and my VR&E plan includes law school. I am preparing my law school application materials now. Most law schools offer some amount of scholarship or grant money to students above their median LSAT and GPA.
I read (somewhere) a while back that since VR&E is paying for school, I can request that the school disburse the scholarship money to me as a living allowance. The caveat was that it only applied to public university law schools...I think. I have been trying to find that article or internet post, but I have been unsuccessful. I am looking for this information because it costs $45-$130 for each law school application (VR&E only reimburses the one application for the school that admits you.)
I must apply to find out the scholarship (if any) offered to me by each school, and it is bad form and can reflect poorly to contact the school before applying to ask them this question. The common wisdom is to wait and see if you are approved for a scholarship at all before asking questions about how to receive it. My top choice law school is in my city and is a private school. I am likely to get a significant scholarship there.
Does anyone here know anything about this situation–specifically, under what circumstances a VR&E student may receive a scholarship disbursed as a living allowance...public vs. private, etc.?
