VR&E

Navy Corpsman of 9 years here separated in 2020. I am 100% with a 70% MH rating. I was told by my Voc Rehab counselor basically that they would not approve my wanting to go to school for Social work because of the "trigger" aspect due to the high MH rating. I was told I could re apply if I got letters from my counselors and therapist that I was ok and stable enough to pursue such a career.
Since I was a Corpsman, I asked about other careers as well EMT, PA, etc and was given the same answer. This response is after I told them that I work in an ER and have since the beginning of COVID. I simply stated that I didn't quit and handled it well.
I was told to find a desk job and just go to work collect a paycheck and go home.
Would giving letters basically saying that I am stable enough to pursue a high stress and emotionally taxing job pose any risk to my rating?
Or am I just missing the point of the VR&E program all together. Just seems to be a hard stop. Thanks to any and all whom reply.
