Longer than usual preparation for decision?

Hey everyone,
Can I start with I understand I need to be patient, but I just want to gauge where everyone else is in the process and if this is happening to everyone.
I’m a veteran in Oregon with a current rating of 60% for serval issues. I recently applied for an increase because of some bad insomnia. My claim has been in the “preparation for a decision” phase for 60 days now, and I want to know if anyone else is experiencing this long delay? I’ve called the 800# and been told exactly what everyone would expect “there’s nothing wrong with your file we can’t give you a date when it’ll be complete.”
I understand that claims are moving slowly and they always will. But why 60 days at the end? Is this a bad sign? Any help would be appreciated because I’m starting school soon and I’m stressing about this more than I should be.
My original claim only took around 55 days and this claim is an increase for one condition and has taken 70 days in total.

Edit: All the responses are really upsetting. The fact that there are this many veterans waiting on what’s supposed to the end phase. I feel like there should be a petition or something to get the VA to better manage the cases they have. Some people have been waiting years for an update and that just doesn’t seem right.
