I was told VR&E is for vets that didn't have a degree.

I had my VR&E interview at the beginning of the month and was told by my interviewer that VR&E is for veterans who didn't have a degree. I have a Bachelor's so they denied my application. They went on to tell me that what they do is help prepare vets for the workforce and stated that, judging from what I told them, I was not ready to join the workforce (which is true).
I talked to someone at the Vet Center to establish help, and I mentioned being denied. They knew who I talked to and told me that the interviewer does that a lot. They also told me that, yes, VR&E education benefits are not just for vets who don't have degrees.
What's strange is that I received a message from my VR&E interviewer on Monday, asking me has anything changed, to which I replied "I'm confused, I thought I was denied". I haven't heard back from them after that exchange.
I was hoping to go back to school and get a degree that was actually useful, as my current degree isn't very marketable (Communication Studies). I've seen in this subreddit that some vets who already have their degree received additional educational benefits from VR&E.
