[Not Me] Permanently Filed GOMOR Question

One of the fun parts of being a former Commander is folks reach out to you from time-to-time. Sometimes its happy stories, sometimes its sad stories. On the sad boi/gurl story side of things, I had a former soldier reach out to me. They're receiving a permanently filed GOMOR in their record for an issue that is well deserved. While I've already given them my two cents on the issue and soft balled my response, I realized, even I don't quite 100% understand the consequences of a permanently filed GOMOR.
Throughout my career, I have always been told permanently filed GOMORs are career enders. Centralized boards get to see them, you can't reenlist, security clearances depending on event or incident can be revoked, and the individual is at risk of QMP or a PRB. However, I don't quite understand how that impacts junior enlisted. If you're an E1-E4 and receive a GOMOR, how does this impact your ability to stay in the Army? Does this pop up at retention when the recipient soldier tries to reenlist?
