Taking care of grandma, can we get a house?

Ok I know this is a long shot but I gotta ask. Background info: My grandma was widowed in December of 2019. She lived in a assisted living facility, living off of my grandpa's VA benefits and her SS. Things got to expensive for her there and she moved into my parents home and I have been taking care of her for the past 2 years over there.
Well I have had a major falling out with my mother (she's an alcoholic and put my child in harms way due to her drunkenness) and I refuse to take my kid over there but I cannot afford daycare. My husband and I had been planning on trying to buy a house in the next few years anyway.
My question is, is it possible or even worth looking into trying to use her benefits to get a VA loan to move her in with us so I can still take care of her without being around my mother? Part of me thinks it's a lost cause but I figured asking people who may know more than me about this couldn't hurt anything.
Edit to add: She is wheelchair bound and we live in a 3rd floor apartment so getting her to move in with us here isn't an option.
