How do I escalate issues with VR&E counselor?

I was approved last week and the counselor asked me to send my resume. I sent it the same day and since then, I haven't heard anything back. Calling her office sends me to voicemail. I have tried calling the regional office but the reps don't know what to do. Am I supposed to ask for a supervisor when I call?
I have also tried calling the helpline number, but it rings and hangs up. Not sure if it's just me experiencing that. What do I do next? Thank you.
