Helpless child benefit question

I am a disabled veteran that's 100 P and T. I recently signed papers to become the legal guardian of my brother who has mental retardation and autism. I'm wondering if I qualify for the helpless child benefit because I'm his legal guardian now. From what I'm understanding, in order for a veteran to receive a helpless child benefit, there has to be medical evidence that the child was disabled prior to the age of 18, which I have. Does anybody know if I qualify?
