Denied, again. Am I screwed?

I had my most recent claim denied after 18 months of waiting around, occasionally sending more 4138s in when requested. The claim was for PTSD and the total claim was 142 pages long that included an official diagnosis and all my therapist's notes as well as a comprehensive, detailed account of all the traumatic events. It was denied because when they requested the records from my unit, there was no record of them sending Soldiers to the places where we were sent. For context, I was assigned to a unit in Germany as a 35P SIGINT Russian linguist. The unit I was assigned to, worked at an NSA facility at the time. I had a TS/SCI clearance and my team's primary mission was to combat human trafficking in the former Soviet countries. A lot of what we did was kept classified or not even recorded because what we did in some countries was definitely illegal. Now, I gave them every piece of info that I had but they cannot corroborate any of it with my old unit.
Am I screwed?
