Accelerate Change

I've been thinking on this since the SECAF email. In most of the sections I've been in, the majority of people are more than willing to challenge norms and find new ways of doing things if they improve efficiency. One of the main hurdles I'm seeing that is getting in the way of accelerating change is that we literally have no time to fail. My section is down manning, funds and are acquiring on average 1-2 additional programs per month. Change often comes with kinks that need to be worked out methodically which takes more resources (usually) than it does to just stay afloat. Leadership, while understanding, is also backed into a corner. Interested in ideas of how other sections in same predicament are managing this dilemma.
