Why do we kick soldiers out of the b’s before they get BAH?

It makes no sense, a soldier gets married and before they can even file for their housing allowance they have to be cleared out of the barracks. Then they have to live and pay for a place for at least a month (in my units case up to 3 or 4 months). Im in a better situation, my wife already owned a house and we’re financially able to pay the mortgage, but a private that gets married suddenly cant pay his/her bills and needs to get an aer loan to keep up? Why cant we just leave them in the b’s until the first check clears? Also can any clerks shed some light on why it takes this long? This all really makes 0 sense to me. Its gotten to the point with my unit that I have to counsel my soldiers if they want to get married on how much they have to save to bridge the gap between the months they wont be getting paid.
Edit: This thread is full of the wrong people with the wrong attitude. The answer to this question is not as simple as “because its double dipping”, or “they should’ve saved money, fuck em”. Yes, everyone needs to have a savings that is a sound financial practice. No one should be going broke because they have not received the money they are ENTITLED to. It is a problem that should be getting fixed. There are multiple options i.e: soldier staying in the b’s until bah starts(no backpay) or using a gtcc(much more of a headache). Im baffled and frankly ashamed at the responses I’ve seen. Some of you who replied with responses like the ones I’ve mentioned should take a hard look in the mirror and I hope I never find myself under your leadership. Rant over diet Dr Pepper please.
