Why do OERs exist?

First off I'm slightly intoxicated, and there's a line behind me, so I'll take a spicy nuggets and a baconator with a large fry.
While I understand the entire reason for OERs, it seems to me they only exacerbate problems at low level units with lackluster leadership. Every commander wants to have EVERY slide green and never show the true operational readiness of their command, solely for the advancement of their career. In my short TIS I have never seen nor heard of oversight when it comes to being truthful on OERs. Often times I have seen my own commanders declare our equipment is "ready for war" when its far from the truth. I have personally sat in on meetings where my PL and XO have briefed the commander all our howitzers are ready to shoot with trucks ready to move, but I know very well that's far from the truth according to doctrine. The more experience I get in the Army the more I see just truly how shady it can be when it comes to career advancement, and that makes me concerned to say the least. The only time my unit has a hard maintenance posture is NTC and that's only due to oversight, so what gives?
I constantly see gripes and complaints of similar experiences on this sub and it most often times boils down to "make the slides green at all costs". My question is what does it take for this to come to an end, is it a war we are unequipped for, some egregious training accident due to lack of maintenance / oversight, or something as simple as utilizing the chain of command to make a change?
I am open to sustains and improves.
