I've got a buddy going through medboard who's on staff duty right now. He has a profile stating he needs sleep. Usually, the NCOIC will let him go home, take his meds, and go to sleep and have him come back before changeover.

SDNCO has instructed the guy to go grab his meds, take them in the parking lot, sleep in the car and expects him to be able to function enough to work and drive despite taking a hefty dose of muscle relaxers that essentially render him useless/intoxicated.

Can the SDNCO do this?
