Can your current leadership in your own unit deny you from getting an impact award if it’s already has been approved and signed from another unit?

I would like to know if they could do this since I’m not very knowledgeable about how awards work. We’ve been getting the runaround the whole deployment about things like this and I’d like some clarification.
