Why does China and North Korea call their Navy and Air Force as 'Army Navy' and 'Army Air Force'?

I was medically retired from the Army in 2019 after a bad jump with the 82D ABN DIV. I got a Code 4 on my DD 214, has anyone on this subreddit successfully gotten back into the military with a code 4? I could hire a lawyer, but I don’t know if the risk is worth it.
