Supervisor (E5) threw away a pair of my (E4) pants and blouse, is there anything I can do?

My supervisor who's never really liked me, despite me being a good worker, yet we have a (cultural differences) threw away an entire uniform of mine, knowing it was mine and not another one of his subordinates. He did it while I was on liberty and forgot it in his office before I left. I was really pissed when I found out because an entire uniform is well over $100 and when you factor in tailoring and name tags it can be around $200. I don't have money to spend on another one. The whole reason he threw it away is cause I left it in "his" office, which is more of a dept. Office, but he only uses it because hes the highest rank in our dept. I already told my chief, but should I bring this up to the XO? (An O3). Is it illegal for him to do something like that?
I might be being overdramatic but I'm really pissed over this
EDIT; I have two witnesses who both told me, and a photo of my uniform in our departments dumpster
Another edit; I'm the one who took the photo. It was so full of shit I didn't even try to salvage it or take it out
