Croix de Guerre

Researching family member’s WWII service, a question on Croix de Guerre awards for Units:
115th Inf Regiment, 29ID was awarded a French Croix de Guerre for their part in the landings on Omaha Beach.
405 FG/ 509 FS was awarded a Belgian Croix de Guerre (mentioned in order of the Day).
If individuals were actively engaged in operations with these units during the time frame the award was as issues… are they permitted to wear the award ribbon? Or is only “worn” via a streamer on the unit’s flag? It’s my understanding that if the unit is awarded the award twice, individuals can wear the fourragère… but can individuals wear a Croix de Guerre ribbon on their ribbon rack if their unit was awarded the medal while they were actively engaged in operations with the unit?
