“When I was here before,” said Lt. Gen. James Pasquarette, who returned to the Pentagon last week for his fifth tour there, “the four-star commanders around the Army had no say, no input. They’re in the room now when the big decisions are made.”

There are loopholes in the 1987 accord that newer technologies like hypersonics might shoot through, independent arms control experts told me. But, they warned, you might end up nitpicking the treaty to death.

“It’s establishing buy-in over the next three, four, five years from the institution (of the Army),” Gen. Murray said. “It’s about establishing buy-in on Capitol Hill, because if I don’t have buy-in there, this won’t survive.”

“CFTs (Cross Functional Teams) and Army Futures Command will always have a place on my schedule and the chief’s schedule,” Esper said. Over time, he said, “it becomes a routine… the expectation not just for AFC and the CFTs, but for future service secretaries and future chiefs of staff.”

Legislators will probably loosen some rules on federal spending to help the Pentagon cope with Congress’s failure to pass funding bills until six months into the fiscal year. Budget dysfunction has gotten so bad it’s forcing even the famously strict appropriations committees to loosen the reins after years of resistance.
