U.S. Secretary of Defense Ashton Carter ordered the Pentagon to halt collection efforts of enlistment bonuses given to National Guardsmen in California a decade ago. The repayments will be placed on hold until an appeals process can be put into place, but many are calling for the debts to be waived completely.
