The Army will offer new recruits up to 50k in bonuses but nothing for prior enlisted, who dont need to go to MEPs, basic, or AIT. Why is that? Seriously wondering.

My leadership has said plenty of times if the Army is not for you, which is not for everyone come talk to them. I know they have the power to help a person get out but under what circumstances?
