Why are the Ukraines short of so many things?

I mean, yes, there is a war going on...but NATO has been supplying billions of dollars worth of weapons to them for more than a year now. And NATO should be able to easily outproduce Russia, especially with all the sanctions, corruption and other problems they have.
Yet, every article ive read on the war is about how Ukraine is short of everything and how they desperately need more ammo and things like that. I think there was one where a Ukraine general said they needed several times more artillery ammo than what they actually receive.
Are most of the weapons not arriving, arriving in broken condition, or something? Shouldnt Russia be running out of weapons and ammo faster than Ukraine at this point? Russia can't possibly be outproducing the whole of NATO...yet I keep seeing articles where Germany and other countries complain that they are running short of weapons and can't afford to give any more tanks or whatever.
