Questions On Some Matters

I'm friends with an older guy in Russia.
He owns a few vineyards.
He's told me before that he's a High Sargeant in Russia - basically he was in the military, became a diplomat and now he's no longer active duty.
But, he also said he's among a group of people who are just below Putin and act as advisors.
He's sent me his uniform with a bunch of stars on the inner badge and whatever, at least 6, plus a metal plate that goes around it with more stars.
I'm friends with him. We discuss plant breeding, met a few researchers in different circles including him.
I was focused on cold climate plant breeding for a time, so we've chatted.
He's mentioned a dog named San Francisco before plus his grandkids. Yuri is what his name, doesn't tell me much.
On July 24th of this year, he started spamming me. He said that he found out that there was a nuclear weapons facility that he didn't know about, and that a bunch of soldiers were being sent to make a sphere formation around them and that they were "putting nukes into the armed position" and that he'd found a bunch of other nuclear facilities that he didn't know existed into that same position. He said he found out from someone that one of them was made in 2006, in collaboration with China.
He mentioned that he knew of unmarked nuclear weapons in Finland, not officially mentioned or their existence is ignored.
He also told me that he and others at around his rank were asked this:
"Would you consider the romanticization of the creation of a weapon that killed many people using the first nuclear warheads, while funding wars in Russia and sending planes and missiles to people in a country at war with another, to be an act of war?"
He also told me that Ukrainian F16s had went into Russia, 16 or so. 4 of them left a formation and went directly into Russia and blasted a village, a mine and other places - the others tried luring them back in. Most were shot down after entering Russia.
The locations that he told me were hit, 16 hours later some news stories said that drone strikes had hit the locations in Russia.
I'm aware that F16s supposedly aren't over there yet.
He ended up telling me a rough number of how many nuclear weapons facilities they have.
He also mentioned that their first whatever sort of nuclear sub or whatever was actually made in 2003, and they have about 14 of them. The one they announced that would be ready in 2023 isn't very new.
He also mentioned that they have a sort of biological weapon, a few of them. One attaches to metals, and fuses them to surfaces. It's an airborne weapon.
For jets and things, this means hinges or the top pod latches will fuse shut. Or rockets and things won't be able to release.
Or they just spiral out of control.
He said it should work on tanks and things too, but they have another agent that reacts with certain amounts of residues that tanks and guns create after being fired at least once.
He said it creates some sort of combustion using sulfur, and mixed with the other stuff renders tanks and field equipment useless. Then they'd send in troops after the stuffs deactivated and capture unarmed soldiers.
I think he said that sort of work began in around 1943.
And in the 1980s, they shared research and things with China, as they were both seeing a lot of opposition towards themselves.
He also told me that they have devices that are like rods or something.
They make a formation underwater and create a field that can instantly change the water pressure within a certain large range. He said that it will crush most subs and ships out there.
He mentioned that it doesn't work in the air / sky, because it causes tornados or hurricanes. I'm unsure of how it works.
The more interesting weapon, is some sort of photon - gamma something? He's said that it can phase through matter, and once it hits anything that has any sort of electrical current, it will activate and do thermo nuclear something and cause electric to spark and discharge in anything it hit, basically reactivation old jolts but super amping them.
He said there's something similar that is for nuclear facilities, but it causes immediate nuclear sorts of reactions. But they aren't sure if it'll work on some of the United States "high carbon based facilities", which he said is less than 6% of them.
He's also mentioned that they have a technology that can take most nukes and missiles out of the sky.
And he's mentioned that they consider land vehicles, foot soldiers and planes or jets to be "stone age weaponry" and that the United States worked with those while they dabbled elsewhere.
He also mentioned that if they mention any jets or things, that it could flame up a war because it would upset the States.
On the 27th of July, he told me that the United States had 6 weeks to cease its activities of placing weapons facilities near Russia and China, arming its enemies and acting like they've not agitated them for decades behind the shadows.
Said that they told the States that.
I did ask him about the supposed energy weapon seen in Hawaii. He said that he's not authorized to speak on that.
Which that could mean anything from its just a fire to whatever.
He did name a list of countries that China and Russia also supposedly have nuclear weapons in / launch sites and the like.
Someone told me that all of what I'm saying is impossible. The guy told me some stuff because he was scared for his grandkid.
He also told me that he's allowed to tell me whatever, because if I leak anything it would just make the United States look bad and it would reveal that there is a potential war threat and that Russia isn't as weak as they're shown to be.
He did also mention that they've been slowly weeding out pests like rats and moles out of their bases because they've been leaving crumbs and stains everywhere. I don't think he meant actual rats and moles.
He also mentioned that those who didn't respond in a certain way to the declaration of war thing, are missing.
Any thoughts in this? Or reasons as to why it would be bunk?
