Question about military flag ceremonies for funerals

I have a question about the flag ceremony at funerals.
My father passed away in 1996. He was a Citadel Military College Graduate (Charleston SC 1958) and he was an officer Lieutenant ? In the US Army. He was stationed at Redstone Arsenal for a time but did not see any action.
However, when he died he was not given a flag ceremony. His younger brother who also served (Navy pilot but again I don't believe he saw action or anything)
So my question is, after looking this up, he should be entitled to that right? I mean i Know it is like 30 years ago but I feel honestly he was cheated from that. He is now buried in Charleston SC..
I did apply on the NPRC? but with such a long time passed, is it pointless?
I was in graduate school at the time and so didn't understand a lot about the military stuff. He served honorably and I feel it should be noted somehow .
I don't remember seeing official discharge papers. I could maybe dig out his SSn but I filled out the stuff online.
Is there anything more I could do? It is disappointing because I realised that we could have gotten some money probably for burial expenses. My mother actually helped pay for stuff.. but I mean .. just frustrated..
