Is it against UCMJ to complain?

Sorry if this sounds like a dumb question, E3 here. My buddy got stuck with a few shitty CQ shifts multiple nights in a row, and when he voiced his concern to his supervisor, he just responded "you got a problem??" And now my buddy is too afraid to say anything else about it, because he thinks he will get punished for voicing his concern against a lawful order.
My question is, can you get punished for verbally disagreeing with an order (or telling your NCOIC you're unsatisfied with something), even if you follow the order regardless?
