Would it be through Increasing their salaries ? Offering more bonuses ? Having better Facilities exclusively for veterans' welfare and things like unions ? Or would it be like how Germany does it ? Where their salaries are high and there is also more specialist and technical pay . Plus their last month's paycheck would be 4-6 times (depending on time served) plus a severance pay of 75% last monthly salary after leaving which is payed for 7 months to 2 years or more (also based on time served)

Would having free healthcare and college for everyone inevitably lead to conscription ?
