If I was to just send it and hopefully get INSIDE the base, can the civilian police have access to go in?

I’m stationed in Hawaii and I was pulled over for speeding off base . (75 on a 55) But simply just to overtake and lo and behold I got 2 citations with using HOV and speeding.
Officer gave no Fs even though its my first violation.
Now I was almost at the gate, about .2 miles and if there was no line I could’ve maybe make it straight inside—would the civilian police traffic enforcer have the power to bypass the gate since he’s entering Federal property?
This is just an imagination as I would never try something like this, but god do I despise ticket police. Don’t even try to say “just don’t speed”, everyone has been there and if you’ve been to Hawaii, you’d know that their speed limit is for grannies.
