I have a general understanding but could use more clarification on radio chatter

So i’m a helicopter maintainer in the navy so i don’t have a good working knowledge of how some of the radio chatter works.
If you hear “Echo 3-1 to Charlie 2 actual” what does that mean?
From what i’ve learned i’ve gathered that ‘actual’ means the guy you’re trying to talk to instead of his radio operator, and that it’s likely Echo company, 3rd platoon, 1st squad trying to contact Charlie company, 2nd platoon leader. Is that right?
I’ve also seen that 5 means XO, 6 is CO, and 7 is the most senior NCO. So would that mean that Charlie 3-1 should have said Charlie 2-6 actual? Do numbers 1 through 4 have significance?
