Considering the length of the conflict, have there not been enough of the highest decorated war medals during the US/NATO war in Afghanistan?

20 US service personnel have been awarded the Medal of Honor in Afghanistan.
3 British service personnel were awarded the Victoria Cross in Afghanistan.
4 Australian service personnel have been awarded their nation's own Victoria Cross in Afghanistan.
1 NZ service personnel has been awarded their nation's own Victoria Cross in Afghanistan.
No Canadians have been awarded their their nation's highest military decoration which is puzzling considering the tens of thousands who served there and the extreme combat fighting they endured for years.
What about other nations like France or Denmark or Poland etc?
Just curious if simply those deciding these matters did not feel the actions were significant enough? Did they presume a war that was mostly counter-insurgency didn't easily produce the nominated like a war say Vietnam or WW2 might?
