Can militaries deliberately target support personnel (firefighters, construction workers, railroad workers, etc.) who are assisting the military without committing a war crime?

Let's assume that a rail road hub used by Military A to transport troops and supplies just got hit by a large amount of explosives from Military B. The railroad tracks are mangled and the railroad buildings are on fire. A group of attack aircraft from Military B approaches the railroad hub and notices there are firefighters arriving to put out the fires, construction workers repairing the lines, and railroad workers gathered outside.
Can the attack aircraft deliberately target and kill the personnel without committing a war crime? Does the legality of this situation change if the personnel are directly working under the military rather than being officially under civilian control?
