Developers of Galileo, the EU's not-quite-there-yet radio satellite navigation system, had an uphill struggle to gain funding, largely owing to the UK government's reluctance to admit it could be a major defence advance. It insisted instead that its only role would be civilian – to monitor natural disasters, air and sea rescue services – and a range of commercial uses.
