SOP or Instruction? When to use what

So.. I've been scouring the net and cant find an answer to this. I don't even care the service anymore.. Does anyone know when its better to use an Instruction or SOP and why...id love a reg to back this up if you do know. We seem to have both .. for everything and its dumb to do double the work so I'm trying to figure out when one is more appropriate over the other.

Hello, I`m a junior NCO in the Army and am currently deployed to Poland. I met a girl from Ukraine (I`m originally from Ukraine) here in Poland. We have been dating for 3 months now. I am 26 and definitely feel like she is the one.

Abuse should not be hidden for any reason nor should a person be forced to hide abuse for fear of losing financial benefits for a child. Why would the military and lawyer say to be quiet about abuse? Why would a command protect a military member who is abusive mentally and physically? Who stalked and harnessed another person?

I enlisted as a AF reservist (E-5) 3 years to go to OTS for a rated air crew position. Shortly before OTS I was diagnosed with a disqualifying medical condition and they began processing an Entry Level Separation. 3 years later it is still processing and might not even be an ELS anymore, I guess it would be administrative at this point.
